Summary

California's cannabis equity programs are usually discussed in terms of whether equity operators survive. The state's own registry answers that question, and the answer is not the one the industry assumes. Licenses carrying the state's equity marker stay active at least as reliably as every other retail license.

17%
of California retail cannabis licenses carry the state equity marker (281 of 1,653)
55%
of those equity licenses sit in Los Angeles County alone
81%
of equity licenses are active, against 76% of other retail licenses
94%
of businesses that started with an equity license still operate a single location
Inside the report

Five findings from the state registry

  1. 01 Finding

Equity is 17% of retail licensing, and it is concentrated in one county

Los Angeles County holds 156 of the 281 equity licenses. Sacramento is second with 26. Grouped by premises, the 281 licenses correspond to 255 locations.

  2. 02 Finding

Equity licenses survive as well as the rest, and the gap is not an artifact of age

Compared by year of first issue, equity licenses issued 2019 to 2022 are 80% active against 70%. Excluding Los Angeles, the figures are 77% and 70%.

  3. 03 Finding

The marker names a license, not an owner

58 of the 281 marked licenses sit inside a group that includes unmarked licenses. 24 businesses that began without the marker later added an equity license, and they operate 244 locations between them.

  4. 04 Finding

California retail licensing renews in one season

717 of the 1,265 active retail licenses, 57%, expire between April and July 2027, and 299 of them in June alone. Equity licenses sit slightly deeper inside that peak: 63% against 55%.

  5. 05 Finding

“Equity” means different things on different lists

A cross-check of the City of Sacramento CORE participant list against the state registry shows the two do not describe the same set of businesses. No delivery license in the state carries the equity marker.

Method

Data extracted from the Department of Cannabis Control public license registry on 25 September 2026. Equity licenses are identified through the [Equity Retailer] marker the department publishes in the business name. Survival is compared by year of first issue, so older and newer licenses are never compared against each other. The report sets out its limits in full.

Disclosure

CCM works with licensed cannabis operators in California, including holders of equity licenses. The author is named in the public registry as an owner on two of the marked licenses in this dataset, both issued in 2023 and both outside the 2019 to 2022 window used for the survival comparison. No individual operator is named in the report.

Questions about the report

01What data does the report use?
Every retail cannabis license in the Department of Cannabis Control public license registry, in every status: active, expired, canceled, revoked, surrendered, suspended and limited operations. The data was extracted on 25 September 2026 and covers 1,653 licenses, of which 281 carry the state's [Equity Retailer] marker.
02Are equity cannabis licenses in California more likely to lapse?
Not in the state registry. Across all retail licenses, 81% of equity licenses are active against 76% of other retail licenses. Compared by year of first issue, equity licenses had the higher active share in every cohort from 2019 through 2022.
03Why does the report compare licenses by year of issue?
A license issued last year has had almost no opportunity to lapse. Equity licenses are younger on average, 4.3 years against 5.0, so an unadjusted comparison would flatter them. Every survival figure in the report is given by year of issue.
04Can I get the underlying dataset?
Yes. The extract of 1,653 rows with license number, status, issue and expiration dates, county and city is available to journalists and researchers on request at compliance@ccmup.com.

Renewal season starts in April 2027

More than half of California's active retail licenses expire between April and July 2027. We help operators assemble procedures, track-and-trace records and training files before the queue forms.
