About CCM

Capitol Compliance Management

Capitol Compliance Management is a Sacramento-based cannabis compliance consultancy built for California operators who would rather prevent a violation than explain one. We help licensees stay audit-ready every day, not just the week a Department of Cannabis Control inspector shows up.

01

Who we are

Capitol Compliance Management is a California cannabis regulatory-compliance consultancy headquartered in Sacramento, steps from the agencies that write and enforce the rules our clients live by. We work with cultivators, manufacturers, distributors, retailers, and delivery operators across the state to keep their licenses in good standing and their records defensible. To be clear about what we are and are not: we are compliance consultants, not attorneys. We do not practice law or provide legal representation. When a matter calls for legal counsel, we work alongside your cannabis attorney rather than in place of one. That boundary is a feature of how we operate, because it keeps you covered on both the operational and the legal side.

02

Our philosophy: prevention over damage control

Most compliance problems are not surprises. They build up quietly in a METRC discrepancy that never gets reconciled, an SOP that no longer matches how the floor actually runs, or a track-and-trace entry that drifts out of sync with physical inventory. By the time the Department of Cannabis Control notices, the fix is expensive and the timeline is not yours to control. We would rather find those gaps first. Our approach is prevention and precision: get the records right, keep them right, and make audit-readiness a normal operating condition instead of a fire drill. When we do review your operation, we tell you plainly what we see, what the regulation actually requires, and what to correct first.

  • Prevention: catch discrepancies before they become notices of violation
  • Precision: recommendations grounded in what DCC regulations actually say, not guesswork
  • Partnership: we coordinate with your attorney so legal and operational advice point the same direction
  • Practicality: corrective actions your team can realistically implement and sustain
03

How we work with you

Every operation is different, so we offer a few distinct ways to engage depending on where you are and what you need.

  • GrowGuard, a continuous compliance subscription that keeps your records, SOPs, and track-and-trace practices reviewed on an ongoing basis rather than once a year
  • LicenseGuard, license consulting paired with independent third-party compliance certification, useful for licensees, investors, and partners who want an outside read on where an operation stands
  • DCC audit response, hands-on support preparing for and responding to a Department of Cannabis Control audit, including organizing records and building a corrective-action plan
04

Audit-ready, not just audit-reactive

When a DCC audit or inspection lands, the operators who fare best are the ones whose documentation already tells a clean, consistent story: inventory that ties to METRC, SOPs that match practice, employee and training records that are current, and a paper trail that holds up under questioning. We help you build toward that state and stay there. If findings do come back, we focus on remediation and corrective action, the operational work of fixing what was flagged and documenting the fix, carried out in coordination with your legal counsel. For any enforcement matter that touches your license status or an appeal, that is the practice of law and belongs with your cannabis attorney. Our job is to make sure the underlying compliance work is solid so your attorney is arguing from strength.

05

Bilingual support and a standing invitation

California's cannabis workforce and ownership are diverse, and compliance guidance only helps if everyone on your team can act on it. We provide bilingual support. Se habla español, so your operators and managers get the same clear direction in the language they work in. If you want a straight assessment of where your compliance stands and what to prioritize, book a compliance consult with us. We will walk your situation, flag what matters most, and lay out a practical path to being genuinely audit-ready.

Questions

Frequently asked

01Is Capitol Compliance Management a law firm?
No. Capitol Compliance Management is a cannabis regulatory-compliance consultancy based in Sacramento, not a law firm, and we do not provide legal representation. We handle the operational side of compliance and work alongside your cannabis attorney whenever a matter calls for legal counsel.
02What areas of California cannabis compliance do you cover?
We focus on the day-to-day regulatory obligations California licensees face under the Department of Cannabis Control, including recordkeeping, standard operating procedures, METRC track-and-trace accuracy, and general audit-readiness across cultivation, manufacturing, distribution, retail, and delivery. Where a matter involves interpretation of law, we coordinate with your attorney.
03Can you help if the DCC has already flagged my operation?
Yes, in a defined role. We support DCC audit response and corrective-action work, meaning we help you prepare records, understand what was flagged, and build and document a remediation plan. Anything involving your license status, an appeal, or representation before the DCC or the Cannabis Control Appeals Panel is the practice of law and should be handled by your cannabis attorney. We do that remediation work alongside your legal counsel.
04What is the difference between GrowGuard and LicenseGuard?
GrowGuard is a continuous compliance subscription that keeps your records, SOPs, and track-and-trace practices reviewed on an ongoing basis, so you stay audit-ready year-round. LicenseGuard combines license consulting with independent third-party compliance certification, which is useful when you or your partners and investors want an outside assessment of where an operation stands.
05Do you offer support in Spanish?
Yes. We provide bilingual support. Se habla español, so managers and operators across your team receive the same clear compliance guidance in the language they work in.
06How do I get started?
Book a compliance consult. We will review your current situation, identify the gaps that carry the most risk, and give you a practical, prioritized plan for becoming and staying audit-ready. If legal issues surface, we will flag them so your attorney can address them.
